There has been a marked rise in claims from British people taking all-inclusive holidays abroad, especially for food-poisoning. A significant number have been identified as fraud. Defrauding an insurance company by making a false claim or inflating the effect of a genuine incident is not a victimless crime. In fact, it is indeed a crime which can result in imprisonment with all that that entails.
